I don't know what idiot is perpetuating that misinformation, but there's absolutely no way in hell that the show's in public domain. More than likely it's yet another case of "who really owns the rights?" which has prevented the series from getting an official home video release. King Features produced the show and their stuff is owned by Hearst Entertainment; the Apple Corporation owns the music that plays so prominently in each episode. In the late '80s it was broadcast on MTV, in the early '90s The Disney Channel aired the series; a lot of the recordings found today are dupes from those broadcasts. I would expect that, like "Yellow Submarine" (which they wrangled away from MGM), Apple's gonna secure the rights and officially release the show on DVD/Blu-Ray/digital one of these days.

As for You Tube, nearly a decade ago when the site began all of the studios were in a frenzy to have anything and everything deleted, but nowadays they mostly turn a blind eye to videos that aren't officially available for sale.
